The Medical Collegium was established as a global health organization to replace the defunct World Health Organization. The Collegium is composed of a governing body of medical doctors who formulate policies to enforce the harsh Osaka Biosafety Protocols and to eradicate any remaining traces of mutation. The Medical Collegium also regulates birth control, euthanasia, eugenics, genetic cleansing, medical and health licensing, and emergency measures during new outbreaks.

The Medical Collegium has one voting right on the Security Board, and has access to a Protocol Emergency Limited Nuclear Deployment Arsenal of 5 tacnukes and/or vacuum bombs. The Medical Collegium has a secretariat in Geneva, and employs thousands of health-care workers around the world. It also has a small paramilitary force to protect its vaccines, and limited transport capabilities. Although the MC has great political influence, it must rely on Clans, Intercons, and governments for physical resources.
